Ministr Adam Vojtěch se zúčastnil Světového zdravotnického shromáždění v Ženevě
Ministr zdravotnictví Adam Vojtěch se ve dnech 20. – 22. května zúčastnil 72. zasedání Světového zdravotnického shromáždění v Ženevě. Ve Švýcarsku absolvoval řadu zajímavých setkání, pronesl projev na plénu a navštívil Evropskou organizaci pro jaderný výzkum CERN.
Ve svém projevu se ministr Adam Vojtěch zaměřil na hlavní problémy, které dnes musí řešit světové zdravotnictví. „Přestože na našem území nemusíme bojovat s tropickými chorobami, jsme si stále vědomi toho, že tyto choroby mnohde představují vážné problémy, kterým čelíme jako globální společenství, a nemůžeme je slepě pozorovat. Česká republika proto v rámci své rozvojové pomoci nadále podporuje boj proti nemocem na celém světě. Žijeme v éře velkých výzev, ale i velkých příležitostí. Naše generace má jedinečnou možnost přispět ke skutečné dostupnosti zdravotní péče pro každého,“ řekl v projevu ministr Adam Vojtěch.
Návštěva Ženevy byla pro ministra Vojtěcha také příležitostí k celé řadě jednání. Setkal se například s velvyslancem a stálým představitelem ČR při OSN Janem Károu. Poté podepsal memorandum o porozumění s ministrem zdravotnictví Seychelské republiky Jean-Paul Adamem a republiky. „Seychely jsou malá země v Indickém oceánu, která se překvapivě potýká s podobnými problémy ve zdravotnictví jako my. Řeší zde například strmý nárůst chronických chorob, dětskou obezitu i nadměrné užívání alkoholu. S jejich ministrem zdravotnictví jsme se domluvili na spolupráci v oblasti zdravotnického výzkumu a výměny zkušeností, informací a dobré praxe,“ řekl ministr.
Během zasedání Světového zdravotnického shromáždění v Ženevě se ministr Vojtěch setkal i s ministryní zdravotnictví, práce a sociálních věcí Moldavska Silvií Radu. „Diskutovali jsme zejména o prohloubení rozvojové spolupráce. Už dnes Moldavsku pomáháme projekty zaměřenými na prevenci a léčbu diabetu a na rozvoj zdravotní péče o děti s autismem. Paní ministryně naši pomoc ocenila,“ uvedl ministr. Ministr Vojtěch jednal i s generálním ředitelem WHO Tedrosem Adhanom Ghebreyesusem a se Zsuzsannou Jakab, regionální ředitelkou WHO pro Evropu a zástupkyní generálního ředitele WHO.
V závěru návštěvy ve Švýcarsku zavítal ministr Vojtěch do Evropské organizace pro jaderný výzkum CERN, kde se seznámil s výzkumným programem v oblasti zdravotnictví a prohlédl si několik laboratoří. „Bylo fascinující vidět, jak je možné poznatky místních vědců aplikovat v medicíně. Třeba pomocí supermoderních zobrazovacích metod, které dokáží vytvořit barevné 3D modely částí lidského těla. Moc mě potěšilo slyšet, s jakou úctou v CERNu mluví o spolupráci s českými vědci,“ dodal ministr.

Address by Adam Vojtěch, Minister of Health of the Czech Republic, to the Seventy-second World Health Assembly
President, Director-General, distinguished delegates, ladies and gentlemen,
The Czech Republic fully aligns itself with the statement of Romania delivered on behalf of the European Union.
It is an honour to have this opportunity to address the World Health Assembly.
This year will be marked as a year of universal health coverage. In few months we will meet in New York on the occasion of the High-level meeting of the General Assembly on Universal Health Coverage. The international community should not only reiterate its commitment to leave no one behind but set concrete steps to achieve this goal as part of the 2030 Agenda.
It is a responsibility of every government to guarantee that everyone can obtain essential health services without suffering financial hardship, even though universal health coverage could mean something a bit different to every country.
In the Czech Republic, there are no remote areas with limited access to medical care. We do not have to fight neglected tropical diseases on our territory. But still, we are aware that these and many others represent serious problems we face as a global community and we cannot turn blind eye to them. Therefore, the Czech Republic continues supporting health systems and the fight against diseases around the world as part of its bilateral development assistance and its multilateral cooperation.
Coming back to our central European reality, the most serious problem we are confronted with is the financial sustainability of our health system. Although the OECD stated in its 2016 report on Universal Health Coverage and Health Outcomes, that nearly all OECD countries, including the Czech Republic, had achieved Universal Health Coverage, as a Minister of Health, I cannot underestimate this issue.
Another report prepared by the WHO Regional Office for Europe on Financial protection in high-income countries has evaluated the incidence of catastrophic and impoverishing out-of-pocket payments as very low in the Czech Republic and appraised our design of user charges policy. As a result, outpatient medicines are accessible and pensioners do not experience undue financial hardship. We are prepared to share our knowledge and experience in this field with other WHO member states and the broader international community.
On the other hand, the “OECD Economic Surveys” identified that the Czech population is ageing more rapidly than in most European countries and ageing will burden our public finances. As this is a common problem, we should seek a common solution. The Czech Republic supports the WHO Global Strategy and is ready to contribute to the 2020-2030 Decade on Healthy Ageing.
As many have said, Universal Health Coverage is a political choice. I would like to make an appeal to political representatives and the WHO to be active in the effort to “Achieve universal health coverage, including financial risk protection, access to quality essential health-care services and access to safe, effective, quality and affordable essential medicines and vaccines for all”, which means to achieve the SDG 3.8.
In the same time, we should not forget that the 2030 Agenda is an integrated agenda and no Sustainable Development Goal can be achieved separately from the others. We, as health ministers, have to be more engaged with other sectors and truly cooperate together and avoid creating parallel structures.
We are living in the era of big challenges but also of big opportunities. Our generation has a unique possibility to contribute to the real accessibility of health care for everyone. We must not turn away from the principles of solidarity. The WHO is the best platform on which we can achieve the universal health coverage.
