Konference: Strukturální fondy ve zdravotnictví – anamnéza, diagnóza, prognóza

Odbor Evropských fondů uspořádal ve dnech 18. – 19. 6. 2013 konferenci s názvem „Strukturální fondy ve zdravotnictví – anamnéza, diagnóza, prognóza“.

Cílem konference bylo představit široké i odborné veřejnosti regionální, národní i mezinárodní zkušenosti s využíváním strukturálních fondů ve zdravotnictví v programovém období 2007–2013.

První den konference byly prezentovány příspěvky českých a zahraničních expertů, zabývající se mimo jiné polskými DRG projekty, řeckou reformou psychiatrické péče či transformací regionální zdravotní péče ve Finsku. Své prvenství v elektronizaci zdravotnictví zde také ukázalo Estonsko, které jako první v Evropě začalo používat elektronické zdravotní knížky a lékařské předpisy. Na závěr konference vystoupil Barrie Dowdeswell, odborný poradce při DG Regio pro pro Kohezní politiku ve zdravotnictví a také ředitel Evropského výzkumného centra pro zdravotnická zařízení a architekturu (ECHAA). Pan Dowdeswell ve svém příspěvku zhodnotil výzvy, kterým čelí současné evropské zdravotnictví v kontextu finanční krize a demografického stárnutí (více viz. power-pointová prezentace a článek).  

Druhý den probíhaly kulaté stoly zaměřené na tři aktuální otázky českého i evropského zdravotnictví: eHealth, „brain drain“ lékařů ze střední Evropy a problematika „měkkých“ versus „tvrdých“ projektů.

The European Funds Department organized a conference “Structural Funds in Health – anamnesis, diagnosis, and prognosis”, hold on 18 – 19 June 2013 in Pilsen.

The aim of the conference was to create a platform for sharing both the bright and the dark sides of the Structural Funds in Health from the programming period 2007-2013.

On the first day of the conference, Czech and foreign experts presented their regional and country experiences. Poland presented its DRG projects, Greece shared its experience with the mental health reform and Finland showed its transformation of the regional health care. Estonia declared its leadership in e-health, while it was the first country in Europe that started the use of e-prescriptions and e-health records. The first day of the conference was concluded by Barrie Dowdeswell, an expert advisor to DG Regio and a director of Research for the European Centre for Health Assets and Architecture (ECHAA). Mr Dowdeswell emphasized in his presentation the current challenges that the European health sector has been facing in the context of the financial crisis and aging population (please see below in his power-point presentation and the article “Structural Fund investment in the Health Sector by B.Dowdeswell”).

On the second day, the round tables focused on three current issues: eHealth; education and the medical brain-drain from the Central Europe; and „soft“ versus „hard“ projects.
